for FIT/Japan (IP)

April 2004 to March 2005 Main Objectives

Activities to be carried out under the Trust Fund in the 2004–2005 Japanese financial year

will continue to have the following main objectives:

(a) the promotion of the awareness of the importance of the industrial property system for economic and technological development and of the benefits to be derived from the effective use of the system;

(b) assistance to developing countries in establishing or strengthening their industrial property laws and institutions; and

(c) the development of human resources in the sectors concerned with the administration and utilization of the industrial property system.

Target Region

Activities under the Trust Fund will concern developing countries in the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) region, particularly those developing countries whose economic and technological growth require an effective framework for the development and transfer of technology.

Activities

I. POLICY DIALOGUE ON THE ROLE OF INTELLECTUAL PROPERTY FOR ECONOMIC, SOCIAL AND CULTURAL DEVELOPMENT

1. WIPO High Level Forum on Intellectual Property Policy and Strategy

The objectives will be to discuss and exchange information and views on policy and strategy considerations relating to the current international situation and future trends in the field of IP, to examine various IP issues of emerging concern, keeping in view the need for a proactive role of IP offices in the formulation of IP policies, and to identify and explore possible areas of cooperation among countries for modern and effective IP systems for economic, technological, social and cultural development. Scheduled in 2005, Tokyo, Japan.

II. SUPPORT TO INTELLECTUAL PROPERTY OFFICES IN THE MODERNIZATION OF INTELLECTUAL PROPERTY ADMINISTRATION AND DEVELOPING NATIONAL IP STRATEGIES

1. Expert Advisory Missions

Short-term advisory/training missions may be undertaken in some countries in the region.

The missions shall be funded in response to requests received from the countries in the region.

2. Provision of Equipment

Based on the findings of expert missions, equipment necessary for office operation and public outreach programs will be provided to the IP offices concerned.

3. National Project for Modernization of the Industrial Property System

Financial support will be made available for two new national projects for the modernization of the industrial property system in selected countries.

4. WIPO Asia and the Pacific Regional Workshop on Information Technology (IT) and Automation of IP Offices

The workshop will address (i) issues related to IT and automation of IP Offices taking into account the experience of countries in the region, (ii) enhance knowledge of the increasingly

important role of IT in IP Offices, and (iii) facilitate regional cooperation in this field.

Scheduled on November 16 & 17, 2004 in Manila, Philippines.

III. PROMOTION OF EFFECTIVE ENFORCEMENT OF INTELLECTUAL PROPERTY RIGHTS (IPRs)

1. National Workshop in the Field of Enforcement

This workshop aims at promoting awareness of the importance of developing appropriate measures to protect and enforce IPRs. This may be held on November 2004 in a regional country.

2. Training Course in Tokyo (Linked VIII-2) IV. PUBLIC OUTREACH

1. National Project for Preparation of Public Awareness Material on IP and WIPO Asia and the Pacific Regional Workshop on IP and Public Awareness

2. Translation/Printing of Selected WIPO Publications

At the request of IP offices in the Asia and Pacific region, the Trust Fund will provide financial support to translate and print selected WIPO publications, and documents, into local languages.

V. SUPPORT TO THE PROGRESSIVE DEVELOPMENT OF INDUSTRIAL PROPERTY LAW AND PROMOTION OF INTERNATIONAL INDUSTRIAL PROPERTY PROTECTION SYSTEMS

1. WIPO Asian Sub-Regional Workshop on the Economic Importance of Trademarks and the Madrid System

The objective is to enhance understanding of the economic role of trademarks and brands in modern economies, review the current situation related to major issues concerning the protection of trademarks in the region, exchange information and experience of the Madrid System, and provide guidance on how to make best use of the system in order to fully realize its economic and commercial benefits. Scheduled in December 2004 in Islamabad, Pakistan.

2. Promotion Activities of PCT

Activities will be undertaken to promote accession to, and use of, the PCT in a selected number of countries. (Linked II-1)

3. Promotion Activities of the Hague System

Activities will be undertaken to promote accession to, and use of, the Hague System in a selected number of countries. (Linked II-1)

VI. PROMOTION OF INVENTIVE AND INNOVATIVE ACTIVITIES, AND SUPPORT TO USE OF INTELLECTUAL PROPERTY (IP) BY SMALL AND MEDIUM-SIZED ENTERPRISES (SMEs)

1. SMEs Consultancy Services

The advisory mission(s) will be undertaken to selected countries to advise on the development of support services to assist SMEs in specific industrial sectors on using the IP system. (Linked II-1)

2. Technology Support Center

Advisory mission(s) will be organized in one or two countries to assist in planning and establishing technology support centers in universities (one in each country to be identified).

3. Development of Booklet on IP Valuation

A brief, user-friendly booklet would be prepared on IP valuation. The booklet would be aimed at concerned government officials and private sector senior/mid-level executives, and would succinctly address various aspects of IP valuation, including methodologies of IP

valuation and its importance in commercial and licensing transactions.

4. WIPO Asian Regional Workshop on IP for Managers and Staff of Small and Medium-Sized Enterprises (SMEs) and SME Support Institutions

The Workshop aims to provide enterprise managers and staff with a fundamental understanding of IP rights and highlight the benefits derived from the use of the IP system as a strategic tool for business development. The Workshop will focus on strengthening IPRs management capacities and skills of SMEs, and on developing strategies to enhance the capacities of SME support institutions in facilitating the access of SMEs to the tools of the IP system. Scheduled from December 15 to 17 in Shanghai, China.

VII. PROMOTION OF PRIVATE/PUBLIC SECTOR COOPERATION 1. Participation in the International Patent Licensing Seminar in Tokyo

The participants from national offices or the private sector from selected countries of the region will be invited to the International Patent Licensing Seminar in Tokyo, which will be organized by the National Center for Industrial Property Information of Japan (NCIPI), and the Japan Patent Office (JPO), in late January 2005.

2. WIPO Asia and the Pacific Regional Symposium on Strengthening Private – Public Sector cooperation in the Development and Use of IP Systems

The objectives of the symposium will be to address the (i) role of IP in promoting policy goals; (ii) commercial and economic benefits of effective IP systems, and (iii) ways in which the public and private sectors may cooperate to strengthen and optimally use the IP system for economic/commercial benefits and attainment of developmental goals. This meeting may be held in Sri Lanka, in January 2005.

VIII. ASSISTANCE IN DEVELOPING HUMAN RESOURCES AND CAPACITY BUILDING 1. Support to Intellectual Property Teaching/Training

The Trust Fund will provide financial support to the training or teaching of IP. This will include the following activities:

(a) Advisory Mission on IP Teaching

Experts in the field of IP teaching/training from a country in the region will undertake missions to one or two countries which request assistance in strengthening IP education.

(b) Provision of Reference Material

Based on findings of WIPO expert missions, “core” reference material (books, monographs) may be provided to up to three selected countries in the region.

2. Training

Four separate training courses, at the JPO in Tokyo, will be organized in English as follows:

(a) Enforcement of intellectual property rights – October 6 to 22, 2004

(b) Use of information technology in industrial property administration – October 26 to November 5, 2004

(c) Industrial property examination practice – November 25 to December 15, 2004 (d) Industrial property administration – February 16 to March 4, 2005

These activities will be undertaken in conjunction with II and III.

3. Long-term Fellowship

The Trust Fund will finance the cost of two long-term fellowships, for a period of six months, for teachers or trainers of IP or faculty members engaged in the training or teaching of IP. The fellows will pursue their subjects of research at the JPO, the Japan Institute of Invention and Innovation (JIII) and in a Japanese university/institution.
